Operating License NEW CONTENTION BY MARY P. SINCLAIR August 3,1982 New contentions numbered I through 12 were filed on June 18,1982 and numbers 13 and 14 were filed on July 23,1982 These contentions were based on significant new information that has recently been disclosed _ The following is a new contention, number 15, based on the most recent information that must be considered in the operating license procedures for the Midland nuclear plant.
- 15. The Zack Company of Chicago which has been the contractor responsible for the heating, cooling and ventilatir.g system of the Midland nucicar~ plant han filed a non-compliance report with the Nuclear Regulatory Commission indicat-ing that two sets of records--a shop record and a QA record--which are required to be kept to guarantee the integrity of the welds and therefore, must be signed by the same welder,were, in fact, signed by two different persons. This violates the federal standards for documentation for safety-related systems in a nuclear power plant. Since this departure from the principle method that the Nuclear Regula-tory Commission has for guaranteeing the integrity of the welds in the IIVAC system which is already built into a large part of the plant, the necessary guarantee for the protection of the public health and safety cannot be met as required by 10 C. F.R. Il 50.57(1), 50.57 (2) and 50.57 (3).
