Dear Mr. Hurlburt:

I am writing for my group to express our concern about your company's proposed export of a nuclear facility to'the Phillipines. It is my understanding that tha proposed site of this facility is likely to be on the slope of Mt.Natib in the Bataan Peninsula. Both the Internation Atomic Energy Agency (IAEA) and tha Phillippine eruption of Mt.Atomic Energy Comission (PAEC) are on record as considering the Natib to be, in their words, "a credible event", and that it is pessible also that an earthquake in the area could be very likely more than your plant is designed to withstand.

An accident or disaster causing an explosion ct the plant would release highly poisonous gases which prevailing vinds vould carry to densely populated Manila. This horrendous event could also affect the populace Development.

of two U.S. Bases in the area, as has shown a study by the Center for Despite these hazards, it is our understanding that the US State Department has

.rnec= mended that the Nuclear Regulatory Co==ission grant an export license to you for the plant.

I also understand'.that your corporation has also strengthened its com=ittment to citernative energy sources, and that your support in that area could hasten the day whena their becomes availability at affordable rates on a = ass basis to tha public reality. It seems to us that you are at a crossroads. Will you continue thz dangers of nuclear contagion to what is your vorld too? Or vill you join forces, be a leader of, progressive, safe, hu=ane research so as to lessen the dangers to our fragile ecosystem, and r.ake it a safer world for all of the children? .

I pray for the latter. '

Sincerely yours, Cary und
