UPDATED BIG ROCK POINT NUCLEAR PLANT FISCAL YEAR 2005 MASTER INSPECTION PLAN

Dear Mr. Haas:

On October 29, 2004, the NRC Region III issued a Master Inspection Plan (MIP) for Big Rock Point for NRCs fiscal year (FY) 2005, October 2004 through September 2005. The MIP was issued in accordance with NRC Manual Chapter 2561, Decommissioning Power Reactor Inspection Program, and was based on your performance at that time and the schedule of significant decommissioning activities planned for the site for FY2005. The MIP outlined the focus of our Regional inspection resources to address significant ongoing decommissioning activities that we were aware of at the time the MIP was issued. To maintain our inspection plans current, we are issuing the updated MIP to reflect our planned inspection activities for the period of March through September 2005.

The following is an outline of the revised FY2005 MIP, including the applicable inspection procedures. Additional inspection procedures may be used or additional inspections conducted if decommissioning activities warrant. The inspection procedures listed below are accessible from the NRC Website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html.

K. Haas Because the MIP is based, in part, on your proposed schedule of significant decommissioning activities for the remainder of FY2005, the plan and the focus of NRC inspection activities may change to reflect any changes in your planned decommissioning activities or your performance.

In order to ensure that the FY2005 MIP remains current, we request that you keep the Decommissioning Branch staff informed of any significant changes in your proposed schedule of decommissioning activities. Mr. William Snell, of my staff, remains the lead for our inspection activities at Big Rock Point. Mr. Snell can be reached at (630) 829-9871.

In addition, we intend to document the results of our inspection activities in inspection reports that are issued on a quarterly basis. Within each quarterly period, the number of announced, onsite inspections may vary, depending on the status and scope of your decommissioning activities.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). The NRCs document system is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
