NRC INTEGRATED INSPECTION PLAN FOR FISCAL YEAR 2012 -

BIG ROCK POINT

Dear Mr. Vitale:

Pursuant to Inspection Manual, Chapter 2690, Appendix B, AInspection Program Guidance for Away From Reactor Site Independent Spent Fuel Storage Installations (ISFSI),@ the U.S.

Nuclear Regulatory Commission (NRC) Region III staff and management have developed an Integrated Inspection Plan (IIP) for Big Rock Point (BRP). The plan outlines how we intend to focus our regional inspection resources to address any ongoing activities at the BRP facility through December 2012. Inspections will evaluate your current activities associated with monitoring the ISFSI, and your physical security program.

The plan and focus of NRC inspection activities may change to reflect any changes in your planned activities or your performance. In order to ensure that the fiscal year (FY) 2012 IIP remains current, we request that you keep the Materials Control, ISFSI, and Decommissioning Branch (MCID) staff informed of any significant changes in your proposed schedule of activities.

The following is a list of the applicable inspection procedures to be used by inspectors and description of inspection activities for the FY 2012 IIP:

Inspection Procedure Title IP 60858 Away from Reactor ISFSI Inspection Guidance IP 81311 Physical Security Requirements for ISFSIs IP 81810 Protection of Safeguards Information IP 85102 Material Control and Accounting It is our intent to conduct two on-site inspections during FY 2012. Since our inspection program guidance is to perform routine ISFSI operations inspections once every two years, an inspection is scheduled during your routine Emergency Preparedness drill in the fall of 2012 since one was last performed in November 2010. This inspection will involve performance based observations of your emergency preparedness drill and routine surveillances of storage operations, and a comprehensive review of your radiation protection, environmental monitoring, and training programs at the Big Rock Point ISFSI site. The other inspection will be scheduled once your request for exemptions from certain Title 10 of the Code of Federal Regulations (CFR) 73.55 security requirements have been approved by the NRC, and will be a comprehensive evaluation of your physical security program.

Vitale In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html.
