SUBJECT:

BIG ROCK POINT INTEGRATED INSPECTION PLAN - CALENDAR YEAR 2016

Dear Mr. Vitale:

In accordance with U.S. Nuclear Regulatory Commission (NRC) Inspection Manual Chapter 2690, Appendix B, Inspection Program Guidance for Away From Reactor Independent Spent Fuel Storage Installations (ISFSI), the NRC Region III staff and management have developed an Integrated Inspection Plan (IIP) for Big Rock Point (BRP). The plan is based on your current performance and schedule of activities planned for the site for the period of January - December 2016 (CY16). The plan outlines how we intend to focus our Regional inspection resources to provide oversight for ISFSI activities at the BRP facility.

Because this IIP is based, in part, on your proposed schedule of ISFSI activities for CY16, the plan and focus of NRC inspection activities may change to reflect a change in your planned activities or your performance. In order to ensure that this IIP remains current, we request that you keep the Materials Control, ISFSI, and Decommissioning Branch (MCID) staff informed of any significant changes in your proposed schedule of activities. You will be informed of any significant changes to the BRP inspection schedule.

We currently project the Region will conduct one inspection at BRP through December 2016 to evaluate ISFSI operations. The following is a list of the inspection procedures we expect to use during our inspections. The specific procedures used during each inspection will depend on the specific activities being conducted. Additional inspection procedures may be used or inspections conducted if ISFSI activities warrant.

Inspection Procedure Title IP 60858 Away-From-Reactor ISFSI Inspection Guidance In accordance with Title 10 of the Code of Federal Regulations (CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the

A. Vitale NRCs Public Document Room or from the NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRCs website at http://www.nrc.gov/reading-rm/adams.html.

We will gladly discuss any questions you may have regarding this IIP. If you have any questions, please feel free to contact the following members of my staff: Gene Bonano (Security and MC&A) at 630-829-9826 or Rhex Edwards (Safety) at 630-829-9722.

Sincerely,

/RA/
