PPL Susquehanna, Units 1 and 2- DRAFT Request for Additional Information (RAI) RE: Relief Request RR-02, Extension of Testing Interval for MS SRVs (TAC NO. ME4068 & ME4069)

By letter dated June 1, 2010, you submitted relief requests RR-02, for the NRC approval to allow for the grace period of 6 months for the test frequency (in addition to the 6-year test frequency which was previously approved) for Main Steam Relief Valves PSV141F013A through H, J through N, P, R, and S (RR-02).

That staff of the Nuclear Reactor Regulation (NRR), Division of Component Integrity (DCI), Component Performance and Testing Branch (CPTB) has determined that additional information is needed to complete its review. The DRAFT RAI is provided below:

RAI-RR-02-01 By letter dated June 1, 2010 (Accession No. ML101610805), the licensee requested NRC approval for Relief Request RR-02 Revision 1, to allow for a grace period of 6 months for the test frequency (in addition to the 6-year testing frequency which was previously approved) for MSRVs. The licensee stated that RR-02 Revision 1 is consistent with the grace period allowed by ASME Code Case OMN-17 (the six months grace period is not part of the previously approved Relief Request RR-02). ASME OM Code Case OMN-17 requires, in part, that disassembly and inspection of each valve after as-found set-pressure testing be performed to verify that parts are free of defects resulting from time-related degradation or service-induced wear. Also, ASME OM Code Case OMN-17 requires, in part, that each valve be disassembled and inspected in accordance with OMN-17 subparagraph (d) prior to the start of the 72-mo test interval.

The licensees request does not explain how these requirements are met.

Please provide your explanation as to how you meet the requirements in Code Case OMN-17 subparagraphs 1(b)(1), 1(b)(2), 1(d), and 1(e).
