New SONGS Seismic Threat Beyond Design Criteria

Dear Chairman Jaczko,

I am a long time geologist in California very familiar with the Seismic Risks at SONGS and previously, petitions to NRC about updating Seismic Risks were undertaken after Northridge Quake etc.

What was of serious concern then was the Attenuation Curve Calculations/Graphs for the amazingly high Acceleration G forces, 2.4 G's, which came very close to busting things up at SONGS a considerable distance away. We were all very fortunate then, as subsequent graphs showed that the Attenuation was just barely enough to match design Criteria of 0.66 G's at the property.

But the reason I am writing you today is that with the new reports in on Japan, USGS and Stanford scientists have both found incredible slips and new numbers that are shockingly dangerous.

The Subduction Zone in Japan was rated at M8 but generated an M9 quake with, according to USGS, 79 feet of slip and 10 feet vertical, while Dr. Baroza at Stanford calc'ed it at 98.5 feet slip and 10 feet vertical ! IT ALSO HAD INCREDIBLE SCARY DYNAMIC MOTIONS AND SEISMOGRAPHS.

Now we all agree that our local Southern Section of the San Andreas Fault is rated as one of the worst in the world, M9, now we have a much better idea of what exactly "Worst" really means I had estimated 100 feet of slip and 10 feet vertical long ago, but USGS would only go as far as 66 feet in personal communications. We simply didn't have any real reference to go by, now we do SONGS is only 75 air miles from this section of the San Andreas, and I am very concerned that whatever happens here will be so large that there is no way for Attenuation to drop the forces down enough to meet the old design criteria of 0.66 G's.

Northridge slip was 4 feet, 2.4 G's. what would 100 feet do?

I most sincerely plead with you to look into this asap, I know you are real busy, but please, as these numbers are so huge that SONGS is totally under designed by an overwhelming margin that it needs to be temporarily 1

shut down until this matter is resolved.

With SONGS Shut Down, it may be possible that it could survive the next big quake, ok great, then we can start it up to resupply SOCAI when it really needs help. BUT, with it turned up full blast as usual, we could be hit with a disaster like Japan quite easily. Direct seismic destruction and reactor breach, let alone any Tsunami Damage, with the seawall possibly high enough, no one knows, it all needs to be re engineered now.

I am also quite concerned that the spent fuel is even more at risk from this event, and one of the things that we had discussed with Edison was the pools etc. Edison claimed the design was "perfect". Ok, if it sooo "perfect" then we need to build a duplicate over at the NV Test Site just like it, and move the fuel there asap! Of course, we could build far better pools today and while waiting for a resolution to Yucca Mtn Problems, these pools could at least remove these deadly materials from OUR BEACH and CIVILIZATION. There simply is no further excuse, and this really needs to move to top of your things to do list. This is a matter of National Security.

Of all the reactors in the USA, this one has the highest known and proven seismic risks that are just unacceptable.

Several others come to mind, but let's deal with this one asap. A recent letter to Edison along these lines was not responded to.

I had suggested they take the lead, take the high ground, but no way, it will take your intervention to stop them Sir.

Lets show the world we are also taking this seriously and responsibly. Germany shut down numerous old ones, Prime Minister Han shut down one in Japan immediately. Everyone is concerned at our lack of action.

Even power companies are reconsidering such risks, like even in TX etc. The NRC needs to take some lead roles here.

-I need not go over all the news and reports, you know them already, I just wish to assure you that what I am telling you is seriously urgent, and needs your attention and action. SONGS has been shut down before to do these calculations and inspections, and this is even more urgent now.

Thank you for taking immediate action Sir, Sincerely Steve Dwyer Geologic Consultant 2
