Dear Mr. Denton:

AMENDMENT TO OPERATING LICENSES SURRY POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE NO. 86 Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company hereby requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses DPR-32 and DPR-37 for the Surry Power Station, Unit Nos. 1 and 2. The proposed changes are enclosed and have been designated Change No. 86.

In a letter from Mr. D. G. Eisenhut dated April 10, 1980, we were requested to submit proposed changes to the Technical Specifications for Surry Unit No. 1 and No. 2 which would clarify the definition of the term operable as it applies to the single failure criterion for reactor safety systems. In accordance with the request, the enclosed proposed changes clarify the meaning of operability in the Surry Technical Specifi-cations.

Specification 1.0-D has been modified to more clearly define operability for a system or component. This clarification includes the implied assumption that for a system or component to be operable, all the supporting systems must be operable and the component or system must be capable of performing its function.

Two additional Limiting Conditions for Operation, Specifications 3 .* 0.1 and 3.0.2, have been proposed. Specification 3.0.1 defines the action to be implemented for events not provided for in the Limiting Con-ditions for Operation and whose occurrence would violate the intent of the Specification. A Basis for Specification 3.0.1 has been provided.

Specification 3.0.2 defines what additional conditions must be satisfied for continued operation. This Specification permits the action statements associated with individual systems or components to be consistent with the action statements of the associated power source. A Basis for ~0\

Denton 2 The Surry Technical Specifications are not in the format of the Standardized Technical Specifications; therefore, a number of other Specifications require minor clarifying changes. These changes are listed in the Tabulation of Changes enclosed in the attachments.

These proposed changes have been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee. It has been determined that this request does not involve an unreviewed safety question.

This request has been reviewed in accordance with the criteria in 10 CFR 170.22. Since this request is in response to NRC recommendations and simply provides additional clarification of the existing Specifications, the request is administrative in nature; therefore, a Class II license amendment fee is required for Unit 1 and a Class I license amendment fee is required for Unit 2. Accordingly, a voucher check in the amount of

$1,600.00 is enclosed in payment of the required fees.
