Dear Mr. Case:

This letter is in response to Mr. Don K. Davis'eptember 2, 1977 letter regarding the prevention of feedwater line water hammer by maintaining the feedwater piping and sparger ring sufficiently filled.

We have in progress detailed analyses of the behavior of the feedwater system both with and without top discharge spargers.

This analysis is described in our response for Unit 2 to Question 010.2 part (c), Amendment 78.

At this time, we believe that the results of these analyses will show that, with the present feedwater system design and plant operating procedures, any transient conditions will not damage the piping system. Purther, we do not believe that potential improvements from top discharge would justify the any radiation exposure to the workmen involved in the installation.

The results of the analyses will be available for NRC staff review prior to the start of the Cycle 3 refueling outage for Donald C. Cook Nuclear Plant, Unit No. l. To cover the possibility that the analysis will not substantiate our belief, we are proceeding to procure material and will be prepared to install top discharge spargers (J-tubes) in Unit 1 during the refueling outage.

In the event the extended NRC staff review shows "J" tubes to be required for Unit 1, provision will be made to install these tubes during the Cycle 4 refueling outage.

Any future reports of water hammer events will be made in the form of Enclosure 2 to Mr. Davis'etter.
