Dear NRC Representative:

The Avila Valley Advisory Council is advisory to the San Luis Obispo County Board of Supervisors and other germane entities.

A Bylaws purpose of AVAC is "to advocate the interest of the residents of Avila Valley regarding public safety".AVAC, one of 14 Advisory Councils in this County, is the only one that includes the Diablo Canyon Nuclear Power Plant within its jurisdiction.

While the facility impacts all of California by its production of electricity, the Avila Area in particular is vulnerable to an act of terrorism at DCPP. We are concerned that this potential appears to have been treated cursorily in the NRC Environmental Assessment dated May 29, 2007, which Assessment is the result of a court order.At AVAC's monthly meeting on June 11, 2007, members voted to add our voice to those in this County who have concerns regarding the dismissal by your Commission that there is no need for further safety measures.

The extreme vulnerability of the Avila Area must be recognized:

that Avila Beach Drive, only two lanes, is the only egress from Avila Beach toward Hwy. 101; that construction activity in Avila Beach and a single narrow collector road serving 630 homes in San Luis Bay Estates complicate evacuation; that Avila is a popular destination drawing thousands for beach, port and special events, particularly during summer; that the bridge connecting San Luis Bay Drive to Avila Beach Drive is out for several months; that there is substantially increased worker traffic on the already impacted Avila Beach Drive for DCPP fuel storage construction and steam generator replacement; that the Avila Area has a high proportion of elderly residents that would require more than usual evacuation assistance.

There is nothing in the EA that addresses these concerns.While it may be highly unlikely that an attack on the ISFSI could result in danger to residents within our area, the EIR identified safety measures that are not planned to be implemented.
