AVILA AVAC VALLEY ADVISORY Our Mission Statement COUNCIL P.O. Box 65 The Avila Valley Advisory Council's (AVAC) Mission is to represent the interests of valley Avila Beach residents and enterprises, to monitor and guide development and to promote the general welfare CA 93424 of the community. To these ends, AVAC works to assure that essential public services keep pace www.AvilaValley.org with change and promotes the conservation of the natural beauty and resources in the Avila Area.

Secretary Re: Docket No. 72-26 Jayne Morton (San Luis Bay Estates)

Dear NRC Representative:

Members of The Avila Valley Advisory Council is advisory to the San Luis Obispo County Board of Council Supervisors and other germane entities. A Bylaws purpose of AVAC is "to advocate the interest of the residents of Avila Valley regarding public safety".

Avila Beach:

AVAC, one of 14 Advisory Councils in this County, is the only one that includes the Diablo Anne Brown Canyon Nuclear Power Plant within its jurisdiction. While the facility impacts all of Lisa Newton California by its production of electricity, the Avila Area in particular is vulnerable to an act John Salisbury Julie Scott (alt) of terrorism at DCPP. We are concerned that this potential appears to have been treated cursorily in the NRC Environmental Assessment dated May 29, 2007, which Assessment is Avila Valley: the result of a court order.

Jan Taylor Boyd Home At AVAC's monthly meeting on June 11, 2007, members voted to add our voice to those in Vacancy (alt) this County who have concerns regarding the dismissal by your Commission that there is no need for further safety measures. The extreme vulnerability of the Avila Area must be San Luis Bay Estates: recognized: that Avila Beach Drive, only two lanes, is the only egress from Avila Beach Karla Bittner toward Hwy. 101; that construction activity in Avila Beach and a single narrow collector Sherri Gooding road serving 630 homes in San Luis Bay Estates complicate evacuation; that Avila is a Ted Ivarie popular destination drawing thousands for beach, port and special events, particularly during Jayne Morton summer; that the bridge connecting San Luis Bay Drive to Avila Beach Drive is out for Dusty Palaia several months; that there is substantially increased worker traffic on the already impacted Bob Pusanik Avila Beach Drive for DCPP fuel storage construction and steam generator replacement; that Lynn Walker (alt) the Avila Area has a high proportion of elderly residents that would require more than usual Vacancy (alt) evacuation assistance. There is nothing in the EA that addresses these concerns.

See Canyon: While it may be highly unlikely that an attack on the ISFSI could result in danger to residents Marylou Gooden within our area, the EIR identified safety measures that are not planned to be implemented.

Bill Tickell We think the NRC should do more to ensure facility safety and our safety.

Vacancy(alt)

Sincerely, Squire Canyon:

John Schug Karin Argano Vacant (alt) Sherri Danoff (Gooding), Chairperson C: AVAC Members County Supervisor for Third District, Jerry Lenthall Avila Business Association Chair, Leonard Cohen
