Duane Arnold - Another question on acceptance review (TAC MD8950)

Tony: Our reviewer Gurcharan Matharu sent me the following comment. Please add it to your consideration re. supplementing the LAR. If you don't want to formally submit the schematic he described, you may follow the provisions of NRR Office Instruction COM-203. Following is Matharu's message:

--- can you ask the licensee for a schematic or a control wiring diagram of their EDG output breaker and the 1E tie breaker that isolates the safety busses from the grid upon loss of offsite power. There was some uncertainty in the phone call communication with the licensee.

Here is the concern: The actuation (trip) of loss of voltage relay (LOV) or the degraded voltage relay (DVR) sends a trip signal to the tie breaker and a start signal to the EDG. These actuation setpoints are in most TS and should be considered LSSS per 10CFR50.36.

Some designs may incorporate contacts from these relays in the circuit for the trip coil of the EDG output breaker or the sequencer relays to afford protection for EDG for a myriad of scenarios (single failure). In these cases, the reset point of the relays may be critical for the EDG operation, in emergency mode, to supply shutdown loads. Most designs bypass the LOV and DVR contacts when ECCS, SIAS etc. are present and the relay reset point is not a concern from LSSS perspective.
