This is a duplicate of the email message of 3:24 PM ET (below), but with the correct internet domain for the State of Iowa. Network connectivity problems subsequent to the 3:24 PM message prevented immediate correction of Melanie's email address.

My objectives in sending out this information to such a wide circulation were to:

1 - Provide Melanie with the names of NRC personnel who support specific regulatory functions for Duane Arnold Energy Center.

2 - Alert NRC personnel to survey communications and contact lists that need update and to monitor (long term) for lists that lack update.

Pursuant to 10CFR50.91(b) State consultation, I am notifying you that we are processing an amendment to the license of the Duane Arnold Energy Center (DAEC) that revises Technical Specifications (TS) Table 3.3.8.1-1, Loss of Power Instrumentation, specifically to change the maximum allowable voltage of the 4.16-kV Emergency Bus Undervoltage function from less-than-or-equal to 3899 V to less-than-or-equal-to 3822 V. Our internal reference number for the licensing action is MD8950. The amendment is described in a Duane Arnold Energy Center application letter dated May 30, 2008 and in a Federal Register Notice (73FR62565) dated October 21, 2008. Does the State of Iowa have any comments?

Additionally, I note that you are the contact person for State Consultation, as the State Liaison Officer, succeeding Dan McGhee in that function. For purposes of disseminating that changed

information, I have included on distribution of this message the NRC Resident Inspectors at Duane Arnold Energy Center, Robert Orlikowski and Randall Baker, and the Branch Chief in Region III, Kenneth Riemer, to whom they report. I have also included Bridin Tully who is the Licensing Assistant for Duane Arnold correspondence from me for DAEC at NRC Headquarters. The DAEC licensing staff with whom I routinely work are Tony Browning and his manager, Steve Catron. Between all of us we should be able to update contact lists affected by the change of State Liaison Officer.

You and I have discussed that this information appears on several contact lists, which over time will update. Should you require assistance and be unable to contact me, my assigned backup as Project Manager is Terry Beltz, and we both report to Lois James, our Branch Chief.
