RE: Spot-Check TACs Mike -- It is my understanding that we are to assess these fees to the licensees since it is directly applicable to 'all' 104 operating reactors (similar to the Biennial Decommissioning Trust Fund Review we conduct and charge to the licensees). I've attached a brief summary and history of this spot-check program for your edification.

I am sending this note to request that you authorize the PMs on the cc: line to open TACs associated with the licensee's listed below. Mr. Aaron Szabo of my staff will be conducting 'spot inspections' of these licensee's financial records during his site visits at the end of Oct 2008.

These financial reviews are required by the Commission based on a 2006 SRM directing the staff to conduct on-site financial reviews of the licensee's original decommissioning trust documents to ensure they match what is submitted in their biennial decommissioning reviews to the NRC. Mr. Szabo will be charging his time accordingly to these TACs.

FW: Spot-Check TACs Bob, I talked to Jack and he says that Michael Markley is his branch chief that needs to be contacted to open up a TAC. I guess Michael can be contacted to open up all of the TACs and make things easier.

The other PMs other than Jack Donohew are Alan Wang and Balwant Singal and the TACs are for SONGS (South California Edison, SDE&G, Anaheim Public and Riverside), Diablo Canyon (PG&E), and Palo Verde (SCPP, LDW&G and South California Edison). Thanks for the help.

I would suggest that you can request TACs for the plants you are going to audit, or have your branch chief request our branch chief to do this for you. I agree that you should have a TAC, but PMs have to my knowledge never taken out a TAC for such an audit. I can show you how to request a TAC. <JND>
