THREE MILE ISLAND, UNIT NO. 1 - ELECTRONIC TRANSMISSION, DRAFT REQUEST FOR ADDITIONAL INFORMATION REGARDING FOURTH INTERVAL INSERVICE INSPECTION RELIEF REQUEST I4R-04 (TAC NO. ME4521)

The attached draft request for additional information (RAI) was transmitted by electronic transmission on April 28, 2011 to Mr. Thomas Loomis, at Exelon Generation Company, LLC (Exelon, the licensee). This draft RAI was transmitted to facilitate the technical review being conducted by the Nuclear Regulatory Commission (NRC) staff and to support a conference call (if needed) with Exelon in order to clarify one of the licensee's relief requests regarding the fourth interval inservice inspection program. The draft RAI is related to the licensee's submittal dated August 10, 2010. The draft question was sent to ensure that it was understandable, the regulatory basis was clear, and to determine if the information was previously docketed.

Additionally, review of the draft RAI would allow Exelon to evaluate and agree upon a schedule to respond to the RAI. This memorandum and the attachment do not represent an NRC staff position. Docket No. 50-289

DRAFT REQUEST FOR ADDITIONAL INFORMATION THREE MILE ISLAND NUCLEAR STATION, UNIT 1 RELIEF REQUESTS ASSOCIATED WITH THE FOURTH INSERVICE INSPECTION INTERVAL RELIEF REQUEST I4R-04 DOCKET NO. 50-289 By letter dated August 10, 2010 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML102290162), Exelon Generation Company, LLC (Exelon) submitted a set of relief requests for Three Mile Island Nuclear Station, Unit 1 (TMI-1). The relief requests are associated with the fourth Inservice Inspection (ISI) interval at TMI-1. The U.S. Nuclear Regulatory Commission staff has been reviewing the submittal and has determined that additional information is needed to complete its review. This information request relates to relief request I4R-04, ISI Snubbers Included in the Technical Specifications Snubber Visual Examination and Functional Testing Program.

Requested Information Regarding Relief Request I4R-04 TMI-1 Technical Specification 4.17.1(f)(2) states, "Snubber release rate (bleed) is achieved in both tension and compression, within the specified range."

The American Society of Mechanical Engineers Code for Operation and Maintenance of Nuclear Power Plants, Part 4 (OM-4), Section 3.2.1.1(c) states, "release rate, where applicable, is within the specified range in tension and compression. For units specifically required not to displace under continuous load, the ability of the snubber to withstand load without displacement shall be demonstrated."

Does TMI-1 have any snubbers that are required not to displace under continuous load? If so, how is Exelon meeting the second sentence in OM-4 Section 3.2.1.1(c)?
