REQUEST FOR ADDITIONAL INFORMATION Enclosure Basis 10 CFR 51.45, Environmental report, outlines the information that should be provided by the licensee for the NRC staff to assess the environmental impacts of the proposed action and prepare an environmental assessment.

Background===

In its license amendment request (LAR) submitted February 22, 2023 (Agencywide Document Access and Management System (ADAMS) Accession No. ML23058A064), TMI-2 Solutions requests review of major decommissioning activities, as defined in 10 CFR 50.2, Definitions, that would diminish the historic integrity (e.g., physical demolition) of the TMI-2 Solutions owned buildings at Three Mile Island Station, Unit 2 (TMI-2) previously deemed eligible for the National Register of Historic Places (NRHP) by the Pennsylvania State Historic Preservation Office (SHPO). TMI-2 Solutions explains that demolition of the properties deemed eligible for the NRHP could result in an environmental impact not bounded by the Decommissioning Generic Environmental Impact Statement (NUREG-0586, Supplement 1, Vol. 1) (ML023470304) with respect to cultural, historic, and archaeological resources if appropriate mitigation is not developed in consultation with the SHPO. The requested action is limited to evaluating the previously unbounded environmental impacts on cultural, historical, and archaeological resources given the historic nature of the NRHP eligible properties, and more specifically, to initiate consultation under the NHPA.

Request for Additional Information In evaluating environmental impacts from a proposed action, the NRC staff considers potential impacts to all of the resource areas listed below. Aside from cultural and historic resource impacts, are there any other resource areas impacted by the buildings eligibility on the NRHP that were not bounded by previous environmental reviews? If there are such additional unbounded impacts, please provide the necessary information to support an environmental analysis of the resource area impacted. If there are no impacts to a particular resource area, please state that clearly in the response.

The following environmental resource areas should be considered, as appropriate:

Land use; Transportation; Geology and soils; Water resources; Ecology; Meteorology, climatology, and air quality; Noise; Historic and cultural resources; Visual/scenic resources; Socioeconomic; Public and occupational health; and Waste management.
