DAVIS-BESSE NUCLEAR POWER STATION CONFIRMATION OF INITIAL LICENSE EXAMINATION

Dear Mr. Boles:

In a telephone conversation on October 26, 2015, between Mr. Mark Klein, Initial License Exam Lead, and Mr. Michael Bielby, Chief Examiner, arrangements were made for the administration of licensing examinations at the Davis-Besse Nuclear Power Station during the weeks of June 13, 2016, and June 20, 2016. In addition, the U.S. Nuclear Regulatory Commission (NRC) will make an examination validation visit to your facility the week of May 16, 2016. As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 10 of NUREG-1 021, "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by February 9, 2016. The written examinations, operating tests, and supporting reference materials identified in Attachment 3 to ES-201 will be due by April 12, 2016. Pursuant to Title 10, Section 55.40(b )(3), of the Code of Federal Regulations (10 CFR 55.40(b)(3)), an authorized representative of the facility licensee shall approve the examinations and tests before they are submitted to the Commission for review and approval.

All materials shall be complete and ready-to-use.

We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

To conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

B. Boles Appendix E to NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024

), and waiver requests (if any)(OMB approval number 3150-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary.

Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date. After you have been notified by the NRC Chief Examiner or Branch Chief that operator licenses have been issued, please direct any inquiries concerning a formal presentation of certificates to this office. Our goal is to have the operator certificates available for your celebration.

At least 1 month advance notice of your celebration arrangements would be appreciated to plan our senior manager attendance and process the certificates.

Dear Mr. Lieb:

We have received your corporate letters L-12-254 dated July 6, 2012, L-13-172 dated June 3, 2013, and L-13-27 4 dated August 28, 2013. In these letters, you requested an initial operator licensing examination scheduled in December 2014 be delayed until June 2015. In response, we have scheduled an initial license exam for the weeks of June 15 and 22, 2015, with an onsite validation date of May 18, 2015. In your letters, you also requested we schedule initial license exams in June 2016 and December 2017 at the Davis-Besse Nuclear Power Station. In response, as you requested, we have scheduled an initial operator licensing examination for the weeks of June 13 and 20, 2016, with an onsite validation scheduled for May 23, 2016. Additionally, we have scheduled an initial operator licensing examination for the weeks of December 4 and 11, 2017, with an onsite validation scheduled for the week of November 13, 2017. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately, upon discovery, of such conditions and make arrangements to administer the examination at a mutually acceptable date. We understand that your staff will develop the examinations unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more than nine applicants being considered for each of these examinations, the examinations were each scheduled for two weeks. Please inform us if the number of candidates change for any examination as this will impact the examination schedule.

Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the Training Program R. Ohio 43449 419-321-7676 Fax: 419-321-7582 This letter is being submitted to request rescheduling of the Davis-Besse Nuclear Power Station (DBNPS) Initial Operator Licensing Examination for 2014. Letter L-11-209, Response to Regulatory Issue Summary 2011-04, "Preparation and Scheduling of Operator Licensing Examinations," dated June 23, 2011, requested a primary examination date of December 1, 2014, and an alternate date of January 5, 201.5. Due to preparations for our upcoming Steam Generator Replacement outage in the spring of 2014, an approximate six month extension to these dates is needed. Therefore, the FirstEnergy Nuclear Operating Company (FENOC) is requesting a primary examination date for the week of June 1, 2015, with an alternate date of July 6, 2015. These proposed changes have been discussed with Mr. R Keith Walton, NRC Region Ill Operator Licensing.

Please note that the upcoming 2013 examinations are unaffected by this change, as are the examinations scheduled in 2016. An updated Operator Licensing Examination Data Form (NRC Form 536) is enclosed to reflect these changes, along with a revised schedule for the proposed administration of the Generic Fundamentals Examination in 2013 and 2014. In addition, the U.S. Nuclear Regulatory Commission (NRC) will make an examination validation visit to your facility the week of May 16, 2016. As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 10 of NUREG-1 021, "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by February 9, 2016. The written examinations, operating tests, and supporting reference materials identified in Attachment 3 to ES-201 will be due by April 12, 2016. Pursuant to Title 10, Section 55.40(b )(3), of the Code of Federal Regulations (10 CFR 55.40(b)(3)), an authorized representative of the facility licensee shall approve the examinations and tests before they are submitted to the Commission for review and approval.

All materials shall be complete and ready-to-use.

We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

To conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

B. Boles Appendix E to NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024

), and waiver requests (if any)(OMB approval number 3150-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary.

Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date. After you have been notified by the NRC Chief Examiner or Branch Chief that operator licenses have been issued, please direct any inquiries concerning a formal presentation of certificates to this office. Our goal is to have the operator certificates available for your celebration.

At least 1 month advance notice of your celebration arrangements would be appreciated to plan our senior manager attendance and process the certificates.

Dear Mr. Lieb:

We have received your corporate letters L-12-254 dated July 6, 2012, L-13-172 dated June 3, 2013, and L-13-27 4 dated August 28, 2013. In these letters, you requested an initial operator licensing examination scheduled in December 2014 be delayed until June 2015. In response, we have scheduled an initial license exam for the weeks of June 15 and 22, 2015, with an onsite validation date of May 18, 2015. In your letters, you also requested we schedule initial license exams in June 2016 and December 2017 at the Davis-Besse Nuclear Power Station. In response, as you requested, we have scheduled an initial operator licensing examination for the weeks of June 13 and 20, 2016, with an onsite validation scheduled for May 23, 2016. Additionally, we have scheduled an initial operator licensing examination for the weeks of December 4 and 11, 2017, with an onsite validation scheduled for the week of November 13, 2017. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately, upon discovery, of such conditions and make arrangements to administer the examination at a mutually acceptable date. We understand that your staff will develop the examinations unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more than nine applicants being considered for each of these examinations, the examinations were each scheduled for two weeks. Please inform us if the number of candidates change for any examination as this will impact the examination schedule.

Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the Training Program R. Letter L-11-209, Response to Regulatory Issue Summary 2011-04, "Preparation and Scheduling of Operator Licensing Examinations," dated June 23, 2011, requested a primary examination date of December 1, 2014, and an alternate date of January 5, 201.5. Due to preparations for our upcoming Steam Generator Replacement outage in the spring of 2014, an approximate six month extension to these dates is needed. Therefore, the FirstEnergy Nuclear Operating Company (FENOC) is requesting a primary examination date for the week of June 1, 2015, with an alternate date of July 6, 2015.
