Dear Mr.Vissing,

The enclosed license amendment request (LAR)proposes to revise the Ginna Station Improved Technical Specifications (ITS)to allow testing of three ECCS motor-operated valves (MOVs)in MODE 4.Specifically, the MOVs which provide suction capability from the containment sump for the safety injection pumps during high-head recirculation would be allowed to be tested for Ginna Station MOV Program requirements and to ensure operability of associated interlocks.
