The objective of the EPP is to verify that the North Anna Power Station is operated in an environmentally acceptable manner, consistent with NRC and other federal, state and local requirements as well as to keep the NRC informed of any environmental effects of facility construction or operation.
During 2018, no significant adverse environmental impacts occurred as a result of the operation of North Anna Power Station, Units 1 and 2. Aquatic issues are addressed in the licensee's VPDES permit (number VA 0052451) issued by the Virginia State Water Control Board. The VPDES permitting program is administered by the Department of Environmental Quality (DEQ} and the NRC relies on this agency for regulation of matters involving water quality and aquatic biota. Listed below are the summaries and analyses required by Subsection 4.2 of the EPP. PLANT DESIGN AND OPERATION (SECTION 3.1) A review of all changes in station design or operation, tests and experiments failed to reveal any potentially, significant, unreviewed, environmental issues. EROSION CONTROL INSPEcil'ION
-SJ:TE (SEcii'ION 4.2.2.1) Performance of Periodic Test Procedure, 1-PT-9.3:
Erosion Control Inspection-Station Site, and 0-PT-75.12:
Visual Inspection of the Service Water Reservoir Dike Crest and Toe, were completed by the Civil/Design Engineering Department.
Six (6) areas of concern were identified during the performance of 1-PT-9.3 and one (1) area of concern was identified during the performance of 0-PT-75.12.
The areas identified in both PT'S were minor erosion issues. Three (3) of the areas identified were due to drainage concerns where there were drain pipes that needed cleaning out. The areas that were identified as having drainage concerns were near the Unit 1 turbine building roll-up door, a culvert pipe near the switchyard, Page 2 of 4 and a drain pipe northwest of the switchyard.
There were two (2) issues of animal burrows at the Service Water Reservoir and near the Fabric Tank, which needed to be filled in. There were two (2) areas identified which needed vegetation control. The areas identified were the east slope on the discharge canal, and the concrete ditch near the NANIC. All of the issues identified were entered into the station's corrective action system and work orders have been assigned.
Two of the issues have already been corrected.
All of the issues identified were minor erosion issues that did not adversely impact site erosion control measures, or station operation.
Construction activities for a third ISFSI pad began in April 2018 and are ongoing. The construction activities are being controlled by a construction permit and construction storm water pollution prevention plan (SWPPP). Silt fences, rip-rap, and a retention pond are being used to control erosion and storm water runoff impacts. The areas impacted by the ISFSI pad construction have been routinely inspected by a qualified Louisa County storm water/ land disturbance inspector.
Inspections are performed weekly and after every qualifiable rainfall event, to meet the requirements of the construction SWPPP. Reviews of the weekly SWPPP inspection reports have not shown any instances of non-compliance to any applicable environmental regulations since construction activities began, nor have there been any submitted reports relative to compliance, during the site construction activity.
There have been no adverse erosion concerns identified in the routine stormwater inspections, and there have been no erosion issues related to the ISFSI work area, identified in 1-PT-9.3.
EROSJ:ON AND SEDJ:MEN'l' CONTROL PROGRAM CORRJ:DOR RJ:GH'l'S-OF-WAY SECTJ:ON 4.2.2.2) During 2018, all transmission line rights-of-way were patrolled to coordinate brush and tree work needed for maintenance of the lines. This work involved the following:
- North Anna-to-Gordonsville corridor:
The patrol did not reveal any vegetation issues that needed work. No significant erosion and sedimentation issues were observed.
- North Anna-to-Morrisville corridor:
The patrol did not reveal any vegetation issues that needed work. No significant Page 3 of 4 erosion and sedimentation issues were observed.
- North Anna to Ladysmith corridor:
The patrol revealed that there were some minor vegetation issues. Herbicide applications commenced on 09/05/18 and were completed on 09/12/18.
No significant erosion and sedimentation issues were observed.
- North Anna to Midlothian corridor:
The patrol did not reveal any vegetation issues that needed work. No significant erosion and sedimentation issues were observed.
During all of the above-noted patrols and follow-up observations, no abnormal erosion conditions were observed on any of the above corridors associated with transmission line construction, modification, maintenance activities or the use of herbicides during 2018.
