VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 APPENDIX B ENVIRONMENTAL PROTECTION PLAN 2003 ANNUAL REPORT DOCKET NOS. 50-338 AND 50-339

INTRODUCTION This 2003 Environmental Operating Report for the North Anna Power Station is submitted by Virginia Electric and Power Company as required under Section 5.4.1 of Appendix B, Environmental Protection Plan (EPP). The objectives of the EPP are to verify that the power station is operated in an environmentally acceptable manner, to coordinate NRC requirements, maintain consistency with other federal, state and local requirements, and to keep the NRC informed of the environmental effects of facility construction and operation. During 2003, no significant adverse environmental impact occurred as a result of the operation of North Anna Power Station, Units 1 and 2. Aquatic issues are addressed in the licensee's VPDES permit nuniber VA 0052451 issued by the Virginia State Water Control Board. The VFDES permitting program is administered by the Department of Environmental Quality-Water Division and the NRC relies on this agency for regulation of matters involving water quality and aquatic biota.

Listed below are the summaries and reports as required under Section 5.4.1 of the EPP.

PLANT DESIGN AND OPERATION (SECTION 3.1)

There were no changes in station design and operation proposed in 2003 that involved a potentially significant unreviewed environmental issue.

EROSION CONTROL INSPECTION - SITE (SECTION 4.2.2.1)

An on-site erosion control inspection was performed at North Anna Power Station by the Civil/Design Engineering Department, Periodic Test Procedures 1-PT-9.3, Erosion Control Inspection -

Station Site. Fifteen areas of concern were observed to need corrective action. None impacted operability or-safety.

Nine were to repair eroded areas and reseed, two were to repair silt fences, two were to correct drainage problems and two were to repair potholes/paving. All corrective actions have been completed. Eroded areas were prepared, seeded and covered with an erosion blanket were necessary, silt fences were restored, correct drainage patterns were re-established, potholes and broken paving areas were packed with gravel.

EROSION AND SEDIMENT CONTROL PROGRAM - CORRIDOR RIGHTS-OF-WAY (SECTION 4.2.2.2)

Erosion inspections were made on the following corridor rights-of-way during 2003: North Anna - Midlothian; North Anna -

Morrisville; North Anna - Gordonsville; and North Anna -

Ladysmith. All locations where significant erosion was taking place have been addressed.

NONCOMPLIANCE (SECTION 5.4.1)

There were no Environmental Protection Plan occurrences of noncompliance during 2003.

NONROUTINE REPORTS (SECTION 5.4.2)

There was one instance of non-compliance with the VPDES permit. In October the station exceeded the free available chlorine monthly average for the bearing cooling-tower (letter to DEQ attached).

Dear Mr. Talot:

  • .iis is to confirm our verbal report of an exceedance of the effluent limitations in our VPDES permit for North Anna Power Station.
  • Thecon<entration of free available chlorine in.the bearing cooling tower blowdown (Outfall 105) is limited to a maximum of 0.5 mgll and a monthly average of 0.2 mglL The average concentration of free available chlorine for October 2003 was determined to be 0.36 mg/l Only one sample was collected during the month. Station personnel did not run the test for manganese interference for this chlorine sample which, historical data

.indicate, would have lowiered the actual chlorine value considerably.

Ali investigation by station personnel failed to reveal the cause of the high reading. Both

.the bearing cooling tower and.chlorine feed system,were being operated in accordance with established procedures. Once the exceedance was realized, a sample was taken to ensure the tower was in compliance at this time and the free available chlorine value was less than the QL.

The bearing cooling tower blowdown has a long history of compliance with the VPDES limitations. Since station personnel were not able to determine any irregularity in

. operations, this is believed to be an isolated incident. Procedures have been instituted to

. prevent a similar incident from occurring again.
