J:NT-RODUC'l'J:ON This 2022, Environmental Operating Report for the North Anna Power Station is submitted by Virginia Electric and Power Company, as required under Section 5.4.1 of Appendix B, Environmental Protection Plan (EPP).

The objective of the EPP is to verify that the North Anna Power Station is operated in an environmentally acceptable manner, consistent with NRC and other federal, state, and local requirements as well as to keep the NRC informed of any environmental effects of facility construction or operation.

During 2022, there were no significant adverse environmental impacts that occurred as a result of the operation of North Anna Power Station, Units 1 and 2. Aquatic issues are addressed in the licensee's VPDES permit (number VA 0052451) issued by the Virginia State Water Control Board. The VPDES permitting program is administered by the Department of Environmental Quality and the NRC relies on this agency for regulation of matters involving water quality and aquatic biota.

Listed below are the summaries and analyses required by Subsection 4.2 of the EPP.

PLANT- DESI:GN AND OPERA'l'I:ON (SEC'l':tON 3.1)

A review of all changes in station design or operation, tests and experiments failed to reveal any potentially, significant, unreviewed, environmental issues.

EROS:tON CON'l'ROL I:NSPEC'l'J:ON - SJ:'l'E (SEC'l':tON 4.2.2.1)

Performance of Periodic Test Procedure, 1-PT-9.3, Erosion Control Inspection-Station Site, and 0-PT-75.12: Visual Inspection of the Service Water Reservoir Dike Crest and Toe, were completed by the Civil/Design Engineering Department. Twelve (12) areas of concern that needed corrective action were identified during the performance of 1-PT-9. 3. There were two (2) areas of concern identified during the performance of 0-PT-75.12.

The areas identified in 1-PT-9.3 were as follows:

Four (4) of the issues were due to animal burrows found at the following locations: Animal burrow found near the pier at the Page 2 of 4

Recreation Island, animal burrow found on the slope near the Fabric Tank, animal burrow found on the slope at the stormwater retention pond near the old steam generator storage facility, and several animal burrows found near the outer fence at the ISFSI area. Four(4) of the issues were due to minor erosion issues found at the following locations: erosion spot east of the oil storage facility, erosion spot near the road going to the Training Building, erosion spots found on road going to the Repeater Tower, and erosion spots near the outer fence of the ISFSI. Four ( 4) issues were due to vegetation issues observed at the following locations: Excessive vegetation found in the riprap on the north slope of parking lot "C", small trees and shrubs observed on Dike 5, vegetation on the slope near the Fabric Tank, and excessive vegetation noted on slopes around the ISFSI area.

Two ( 2) issues were identified during the performance of 0-PT-75 .12 Both issues were due to shrubs found on the slopes of the Service Water Reservoir.

All issues identified were entered into the station's corrective action system and corrective action assignments have been assigned. There were no issues observed that adversely impacted site erosion control measures, storm water run-off, or station operation.

Construction activities for upgrading the security fence and performing other improvements at the main swi tchyard began in April, 2022 and is ongoing. All work is being performed in accordance with a VAR-10 construction permit. Storm water controls were installed and are being maintained in accordance with the accompanying storm water pollution prevention plan (SWPPP) . A review of the SWPPP inspections that have been performed during the construction project did not reveal any instances of non-compliance to the SWPPP, or issues that were not readily resolved.

EROS:CON AND SED:CMENT CONTROL PROGRAM CORRJ:DOR R:CGHTS-OF-WAY SECT:CON 4.2.2.2)

During 2022, all transmission line rights-of-way were patrolled to coordinate brush and tree work needed for maintenance of the lines. This work involved the following:

  • North Anna-to-Gordonsville (Louisa-South Anna) corridor: The patrol revealed that there was no significant tree or brush work needed, and no significant erosion was observed.
  • North Anna-to-Morrisville corridor: The patrol revealed that there was no significant tree or brush work needed, and no significant erosion was observed.
  • North Anna to Ladysmith corridor: A contract crew performed Page 3 of 4

all brush and tree work for reliability as needed. All herbicide work was completed by the end of June. No significant erosion was observed.

  • North Anna to Midlothian corridor: The patrol revealed that there was no significant tree or brush work needed, and no significant erosion was observed.

During all of the above-noted patrols and follow-up observations, no abnormal erosion conditions were observed on any of the above corridors associated with transmission line construction, modification, maintenance activities or the use of herbicides during 2022.

NON-COMPLIANCE (SECTI:ON 5.4 .. 1)

There were no non-compliances with the Environmental Protection Plan during 2022.

NON-ROUTINE REPORTS (SECTION 5.4.2)

There was one (1) five-day notification letter submitted to the VA DEQ, on 08/31/2022, and one (1) follow-up clean-up report, submitted to the VA DEQ on 11/09/2022, for the following event:

On 08/27/2022, a fire occurred on the U-2 "A" Main Transformer due to a bushing failure. This caused an oil leak to occur from the conservator tank located at the top of the transformer. A slow release of oil from the transformer to the containment continued until it was secured on 08/29/2022. The amount of oil released to the containment was estimated to be 390 gallons. All of the transformer oil remained within the containment and there was no release to the environment beyond the containment.

A remediation contractor (HEPACO} was called in to clean up the spill and perform remediation excavation of the soil. Clean-up activities began 08/28/2022 and were completed on 08/30/2022.
