2. The proposed changes are enclosed.
  • -*----* The proposed change is to revise Specification 3 .1. D. 3 and 3. 1 Bases, to permit the Surry Power Station to startup following shutdown, with the reactor coolant's specific activity greater than 1.0 µCi/cc DOSE EQUIVALENT I-131, to accommodate the possible iodine spiking phenomenon.

The startup and continued power operation under such conditions within 10 percent of the unit's total yearly operating time has received NRC concurrence for startup as indicated by their approval of its use in the Standarized Technical Specification and also represent the current Technical Specification requirement for continued power operation.

The requested change has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not involve an unreviewed safety question.

We have evaluated this request in accordance with the criteria in 10CFR170.22 and it has been determined that a class III license amendment fee is required.

A voucher check in the amount of $4,400. is enclosed in payment of the required fee. Attachments:
