SUBJECT: NRC INDEPENDENT SPENT FUEL STORAGE INSTALLATION INSPECTION REPORT NO. O72OOO48I2O11OO1, PSEG NUCLEAR LLC, HANCOCKS BRIDGE. NEW JERSEY

Dear Mr. Joyce:

This refers to the Independent Spent Fuel Storage Installation (lSFSl) reactive inspection conducted between November 10,2011 and June 1 ,2012, at PSEG Nuclear LLC's (PSEG's)Hope Creek Generating Station and Salem Nuclear Generating Station. The purpose of the inspection was to follow up on spent fuel casks that were not backfilled with the amount of helium specified in the Technical Specifications (TS). The results of this inspection were discussed with John Perry and other members of your staff, at the conclusion of the inspection on June 1,2012, and are described in the enclosed report.Based on the results of this inspection, the NRC has determined that one Severity Level lV violation of NRC requirements occurred.

This violation is being treated as a Non-Cited Violation (NCV), consistent with Section 2.3.2 of the Enforcement Policy. The NCV is described in the subject inspection report. lf you contest the violation or significance of the NCV, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-OOO1, with copies io: (1) the RegionalAdministrator, Region l; (2) the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001; (3) NRC Senior Resident lnspector at Hope Creek; and (4) NRC Senior Resident Inspector at Salem.ln accordance with 10 CFR 2.390 of the NRG's "Rules of Practice," a copy of this letter, its enclosure, and your response, if you choose to provide one, will be made available electronically for public inspection in the NRC Public Document Room or from the NRC document system (ADAMS), accessible from the NRC website at http://www.nrc.qov/readinq-rm/adams.html.
