HOPE CREEK GENERATING STATION AND SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 - SECURITY BASELINE INSPECTION REPORT 05000354/2021402, 05000272/2021402 AND 05000311/2021402
Dear Mr. Carr:
On November 10, 2021, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Hope Creek Generating Station and Salem Nuclear Generating Station, Units 1 and 2. On November 17, 2021, the NRC inspectors discussed the results of this inspection with Mr. Charles V. Mcfeaters, Senior Vice President of Nuclear Operations and other members of your staff. The results of this inspection are documented in the enclosed report.
No findings or violations of more than minor significance were identified during this inspection.

SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a security baseline inspection at Hope Creek Generating Station and Salem Nuclear Generating Station, Units 1 and 2, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2201, Security Inspection Program for Commercial Nuclear Power Reactors. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

71130.09 - Security Plan Changes
The inspectors evaluated the security plan changes through completion of the following procedure elements:
Review Security Plan Changes (IP Section 02.01) (1 Sample)
- (1) Since the last NRC inspection of this program area (Inspection Report 05000354/2021401, 05000272/2021401 and 05000311/2021401 dated February 23, 2021) PSEG has not revised site Physical Security Plan (PSP), Revision 21. In response to planned construction by the State of New Jersey of an offshore wind port facility in Salem County on Artificial Island north of the Hope Creek Generating Station (HCGS), PSEG performed a 10 CFR 50.54(p) screening and concluded the proposed wind port would not inhibit PSEGs ability to meet security requirements and does not decrease the safeguards effectiveness of the current PSP. Inspectors reviewed the current PSP and the 10 CFR 50.54(p) screen and verified there have not been changes to the site PSP or implementing procedures. Inspectors also conducted field walkdowns and interviewed licensee security personnel. No issues of concern, findings, or violations of more than minor significance were identified by the inspectors.
