FERMI 2 -MURUROA SUPPLIED AIR SUITS MODELS MTH2 & V4F1 AND THE MURUROA BLU SUIT SYSTEMS (TAC NO. MF5742)

Dear Sir or Madam:

By letter dated February 12, 2015, DTE Electric Company (DTE, the licensee) submitted a request pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 20.1703(b) for Fermi 2. The application requests authorization for use of the MURUROA supplied air suits, Models MTH2 and V4F1, and the MURUROA BLU Suit Systems, which have not been tested or certified by the National Institute for Occupational Safety and health (NIOSH). The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. Consistent with Section 20.1703(b) of 10 CFR, if the licensee wishes to use equipment that has not been tested or certified by NIOSH. the licensee shall submit an application to the NRG for authorized use of this equipment.

The application must include evidence that the material and performance characteristics of the equipment are capable of providing the proposed degree of protection under anticipated conditions of use. This must be demonstrated either by licensee testing or on the basis of reliable test information.

By letter dated March 30, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 15084A069), the NRG staff notified DTE of specific supplemental information that needed to be submitted to enable the staff to begin its detailed review. By letter dated April 10, 2015 (ADAMS Accession No. ML 15112A 194), DTE provided the supplemental information requested.

The NRC staff has reviewed your application and concluded that it does provided technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and protection of public health and safety and the environment.

Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staff's ability to complete the detailed technical review are identified despite completion of an adequate P. Fessler acceptance review. You will be advised of any further information needed to support the NRC staff's detailed technical review by separate correspondence.
