I regret to inform you that, contrary to the above referenced Technical Specification, the Reactor Operations Committee last met on September 8 th 2005. It will meet again early next week (August 21-23, 2006) at a date and time being scheduled as rapidly as possible.

This represents a period of over 11 months instead of"semi-annually at periods not to exceed 9 months".This lapse occurred for a number of reasons including lack of real business to conduct, changes in personnel and reductions in staff, and member availability.

Meanwhile the facility has continued to operate safely and securely under close monitoring by the Radiation Safety Division of the Environmental Health and Safety Office at UCI.In connection with the lack of business in the intervening period, I make the following points: 1. Security matters arising have been addressed by direct contact between the Reactor Supervisor and UCI Chief of Police, as no members of the committee are SGI approved.2. Reactor operation has been minimal and routine.3. No new experiments have been submitted for approval, and no problems have arisen with existing experiments.

4. No changes of any type have been proposed or instituted.

5. There have been no abnormal occurrences or operating anomalies.

6. No individuals have been proposed for reactor operator.7. Routine reports have been filed EACH MONTH by EH&S staff following thorough facility review calling attention to any lapses in weekly, monthly, or longer period surveillance (which were then immediately corrected).

Additional surveillance including independent radiation surveys was also performed.

A check list of 25 items is used during these reviews.AaWy~

In order to better track meetings, and future occurrence, the responsibility for arranging committee meetings will be returned to my faculty assistant (as it was before personnel changes occurred) and coordinated with other routine occasional schedules such as the Radiation Safety Committee which meets quarterly.
