Checkvalves753Aand753BareintheCCWSystemsupplypipingtothereactorcoolantpumpthermalbarriers.

Althoughthesevalves'aredesignedaspressureclassboundaries

betweentheReactorCoolantSystemandthelowerpressureCCWSystem,theyarenot,considered

pressureisolation

valves(PIVs)since,shouldathermalbarrierleakoccur,theassociated

CCWpipingisprotected

fromoverpressure

bypressurereliefvalvesandtheGinnaStationlicensing

basisconsiders

athermalbarrierleakasasmallbreaklossofcoolantaccident.

Sincethecapacityoftheassociated

pressurereliefvalvesissufficient

toprovideoverpressure

protection

fortheaffectedCCWSystempipingshouldathermalbarrierleakoccur,thesafetyfunctionofcheckvalves753Aand753Bistoclosetomitigatetheconsequences

oftheaccident.

Thus,seat,leakageintheclosedpositionisinconsequential.

Therefore,

RG&Eagreesthatitisprudenttosubjectcheckvalves753Aand753Btoperiodicinservice

testingtoverifyclosurecapability.

Inordertoperformclosureverification

testing,amodification

isrequiredtoinstallsuitabletestconnections.

Duetotheshortamountoftimefromwhenthecommitment

forinservice

testingwasmadepriortothecommencement

ofthecurrentrefueling

outage,theproperpreparations

werenotabletobemadetoperformthisrequiredmodification.

However,RG&Ehasdisassembled

checkvalves753Aand753Bduringthisrefueling

outagetoverifyvalveobturator

movementtotheclosedpositioninaccordance

withOMa-1988,

Part10,Section4.3.2.4.Thisactivityisanacceptable

alternative

pursuanttoPosition2ofNRCGenericLetter89-04and,assuch,doesnotrequirearequestforrelieffromCoderequirements.

RG&Eintendstomodifytheaffectedpipingsystemtoinstallsuitabletestconnections

duringtheSpring,1999refueling

outageandtocommencetheperiodicclosureverification
