FINDINGSoAnoceanpipelineandchannelextension toconveycoolingwaterfromtheAt,lantic Oceanintotheexistingintakecanalisproposed. The1515ftlongpipelineis16ftinsidediameter, extends1195ftoffshore, anditisburiedbeneaththedunesandoceanbottom.Thepipewillterminate intoavelocitycapadjacenttotheexistingcaps.Thevelocitycapstructure willbesimilarinsizeanddesigntotheexistingstructures (EPA,1981).oThenewpipelinewillhaveamaximumdesignflowvelocityofapproximately 6.8fps,3.2fpslessthanthevelocityofthetwoexistingpipelines. oThelocationofthevelocitycapsareinahighenergy/low impactareaascharacterized inEPA's(1981)priorfindingoffact.oPermanent lossesinclude1/2acreofmangroveswamppre-emptedforanaccessroadandcanalwidening. Bincreased intakecapacityofthispowerplantandecauseoiethepresententrapment rateofendangered seatures,isinouropinion,thatthecompanyshouldassesstechnology aimedatpreventing entrapment ofseaturtlesatthevelocitycapofthisnewstructure. FINDINGSThe2-unit1612netNWSt.LucieNuclearPlantislocatedona1130-acre siteofHutchinson Island,Floridaapproximately mid-waybetweenFt.PierceandSt.Lucieinlets.ThenuclearplantisboundonthewestbytheIndianRiverandontheeastbytheAtlanticOcean.Thecondenser coolingwaterisprovidedbyaonce-through Icirculating watersystemwhichconsistsofintakeanddischarge Ipipesintheoceanlinkedbycanalstothenuclearplant.TheoceanintakeforUnits1and2islocated1200ftfromtheAtlanticshoreline inahighenergy/low impactareacharacterized bywaterturbulence andshiftingsandorsand-shell substrate withalackofbottomcoveroroutcroppings. Theunstablesubstrate precludes theestablishment ofmacrophytes orattachedbenthiccommunities. Fromtheoceanintakepoint,waterisdrawnthrough2buriedpipe-lines(I.D.-12.0ft)at10fpstotheintakecanal.This300-ftwidecanalhecfins450ftwestoftheshoreline whereitfunnelsthecoolingwatersome500fttothenuclearplantintakestructures (barsandscreens). Pumpsatthenuclearplantprovideadesignflowof2290cfs(5.62x10~m3/day)forcondenser coolingthroughthenuclearplant.Approachvelocities toeachof8traveling screensarelessthan1.0fps.Traveling screenwashingsaresluicedtoatrashpitwhereorganisms andtrasharecollected fordisposal. Thetopoftheoceanintakes(Figure1)aresituatedapproxi-mately8ftbelowthewatersurfaceatmeanlowwater.Averticalsectiontopreventsandingandbottomorganismmigration andavelocitycaptominimizefishentrapment wereinstalled foreachpipe.Pre'sently, withoneunitoperating, horizontal intakevelocities are0.5fps;withbothunits,velocities willincrease. .ltoapproximately 1.0fps.ThedesignoftheoceanintakeissimilartothatemployedbySouthernCalifornia EdisonCompanyattheirElSegundofossilfuelplant.AtElSegundo,272tonsoffishwereentrapped duringthefirstyearofoperation whennovelocitycapwasusedandtheflowvectorsenteringthein-takewerevertically downward. Afterinstallation ofavelocitycapwithmaximumdesignflowsof3.5fps,only15tonsoffishwereentrapped inthefollowing year(94.5%reduction) (USAEC,1974)~Velocity~capsaredesignedtoprovideflowrateinahori-zontalradialdirection becausefisharefamiliarwithhorizontal velocities, andtheyusuallywilltendtoswimagainstacurrentevenwhentheirnetmovementisdownstream. IoTheprimarycommercial fishesinSt.LucieandMartinCountiesareSpanishMackerel, KingMackerel, andBlue-fish.Duringthepast5years,only5SpanishMackerel; 10KingMackereland24Bluefishhavebeencollected intheintakecanalbygillnettingdesignedtodetermine accumulations offishesandshellfishes inthecanalsoThegreatestyearlycanalcatchoverthepast5yearswas1501fishin1980.Totalestimated fishbiomasslosttotheAtlanticOceanthatyearwas6818kgorabout0.2%oftheSt.LucieandMartinCountycommercial catches.Atotalof121shellfish weighing42.5kgwasalsocollected duringthesameperiod.oFivespeciesofmarineturtlesarefoundalongHutchinson Island.ThemostcommonistheAtlanticloggerhead turtlefollowedbythegreenturtle,leatherback turtle,hawksbill turtle,andtheAtlanticRidleyturtle.Theleatherback turtleandtheFloridapopulation ofgreenturtlesareclassified asendangered speciesbytheFederalGovernment ECFR41(208):47180-47198; CFR43:32,808j, andallmarineturtlesareprotected byFloridaStatute307.12;1974. oTotalseaturtleentrapment intheSt.Lucieintakecanalovera6-yearperiodamountedto572loggerheads, 51greens,6leatherbacks, 1hawksbill, and1AtlanticRidley~Annualentrapment ofall5specieshasrangedfrom0to173'Ichthyoplankton wasgenerally abundantduringthespringandsummerofeachyear.Themostcommonlarvalfisheswereherringsandanchovies. Eggsandlarvaecollected averagedfrom0.13to5.50/m3ascomparedtothebaselinesamplingof0.23/m3.Theseconcentrations aresubstantially Ilowerthanconcentrations foundinamoreproductive area,theupperIndianRiver,wheremeandensities ofeggsandlarvaewere132.83/m3 (AppliedBiology,Inc.andRayL.LyerlyandAssociates, 1980).o,Average eggandlarvalpopulations intheintakecanal(0'89eggs/m3and0.080larvae/m3) werelowerthanaveragepopulations foundoffshore. oToputtheimpactofentrainment intoperspective, anoffshoreboundarywasdetermined fortheregionfromwhichichthyoplankton ispotentially withdrawn bythenuclear plant.Thedistancebetweenthedesignated offshoreboundaryIandtheshoreline is3500mandtheaveragedepthis9.2mforacalculated cross-sectional areaof32,200mThepercentage lossestimates from1976through1980forfisheggsrangedfrom0.13to0.50andforfishlarvaelossesranged.from0.01%to0.18%.EcologyBranchstaffhasbeenassessing powerplantimpactsoverthepastdecade.Thereisnothinginthemonitoring infor-mationreviewedthat,inouropinion,warrantsadetailed316(b)studynorthecontinued monitoring oftheintakeforfishesandinvertebrates.
