Checkvalves753Aand753BareintheCCWSystemsupplypipingtothereactorcoolantpumpthermalbarriers.Althoughthesevalves'aredesignedaspressureclassboundariesbetweentheReactorCoolantSystemandthelowerpressureCCWSystem,theyarenot,consideredpressureisolationvalves(PIVs)since,shouldathermalbarrierleakoccur,theassociatedCCWpipingisprotectedfromoverpressurebypressurereliefvalvesandtheGinnaStationlicensingbasisconsidersathermalbarrierleakasasmallbreaklossofcoolantaccident.SincethecapacityoftheassociatedpressurereliefvalvesissufficienttoprovideoverpressureprotectionfortheaffectedCCWSystempipingshouldathermalbarrierleakoccur,thesafetyfunctionofcheckvalves753Aand753Bistoclosetomitigatetheconsequencesoftheaccident.Thus,seat,leakageintheclosedpositionisinconsequential.Therefore,RG&Eagreesthatitisprudenttosubjectcheckvalves753Aand753Btoperiodicinservicetestingtoverifyclosurecapability.Inordertoperformclosureverificationtesting,amodificationisrequiredtoinstallsuitabletestconnections.Duetotheshortamountoftimefromwhenthecommitmentforinservicetestingwasmadepriortothecommencementofthecurrentrefuelingoutage,theproperpreparationswerenotabletobemadetoperformthisrequiredmodification.However,RG&Ehasdisassembledcheckvalves753Aand753BduringthisrefuelingoutagetoverifyvalveobturatormovementtotheclosedpositioninaccordancewithOMa-1988,Part10,Section4.3.2.4.ThisactivityisanacceptablealternativepursuanttoPosition2ofNRCGenericLetter89-04and,assuch,doesnotrequirearequestforrelieffromCoderequirements.RG&EintendstomodifytheaffectedpipingsystemtoinstallsuitabletestconnectionsduringtheSpring,1999refuelingoutageandtocommencetheperiodicclosureverificationtestingscheduleinaccordancewiththeGinnaStationInserviceTestingProgramatthattime.Verytrulyyours,/~grq'RobertC.MecredyGJW5482
