SHUTDOWN IN EXCESS OF 72 HOURS

, This PN provides a status of Duke ice condenser (IC) activities and is an updcte to PN 11-98-037.

The licensee shut down Catawba Unit 1 on August 7,1998, to address flow channel blockage and foreign material identified by the licensee during performance of a routine Technical Specification surveillance.

The licensee has removed the retrievable foreign material from the IC.

Items that have been left have been determined by the licensee to not represent an impact on operability.

' Approximately 31 flow channels were found to be blocked with ice. The ice has been attributed to leakage from a block ice compressing machine used during an outage in the Spring of 1996. This machine has not been used in any other Duke IC. The licensee has cleaned and satisfactorily inspected the IC flow channels.

~ Approximately 47 dented IC baskets have been identified. These dents were primarily in the lower area of the baskets. The root cause of the denting has not been identified. The baskets have had their dents repaired or have been evaluated for basket operability.

One torn IC basket was identified by the licensee. The root cause has not been identified, but the damage may have occurred during previous ice basket filling. A modification that keeps the basket in tension was applied to this torn basket.

i The licensee also idehtified discrepancies in the bolting of the IC intermediate deck door frames and hinges. The licensee has replaced and/or retorqued the bolts on all Unit 1 intermediate deck doors.

The licensee identified four insulation blankets with tears or rips. The licensee has also resolved an issue on the configuration of the tape, sealant, and foam insulation used on the top deck doors.

Fol:owing the initial identification of IC flow channel blockage, the licensee formed an Event Investigation Team. All discrepant conditions have been addressed. Final inspections by the licensee and NRC have been completed in anticipation of Unit I restart. The unit is currently in Mode 5 (cold shutdown).

Duke has inspected its remaining three ice condenser units (Catawba 2 and McGuire 1 & 2) for similar issues. The licensee is completing corrective actions as necessary. NRC inspectors continue to follow the licensee's actions.

The states of South Carolina and North Carolina have been notified.
