Operating License No. OTR-50 Docket 30. 50-289 Technical Snecification Chance Request Ho. 55 The licensee requests that the attached changed pagec replace pages 39 and h0 of the existing Eavironnental Technical Specificationc.

Reacon for Procosed Change On January 24, 1977, Met-Ed received a letter from the URC advicing us that they, the NRC, reviewed the first year's data of the biological surveillance programs (Section h.1.1, Parts A, B, and C) and found no need for additional data. Therefore, it was found acceptable to terminate the programs ac set forth in Section 4.1.lA, B, and C.

Environnental Analysis Justifyine Change The NRC has found no need for additional data from the programs that are being terminated.

Cost / Benefit Analysis Sunnorting Change There vill be a cost savings of approximately $50,000 per year by elizinating these three programs.
