- TECHNICAL SPECIFICATION CHANGE REQUEST NO. 15 -

Licensee requests that certain changes, as hercicafter described, be made in Appendix B of the TMI-l Technical Specifications. A copy of the affected page with these changes indicated is attached.

Precosed Change Page 63, 5 6.1, seccad paragraph: Driete "on a quarterly basis" free the second sentence.

The effect of this change vould be to allev Licensee to sr- arize the results of radiological environ = ental sa:ples en a se ia nual basis rather than on a quarterly basis.

Reason fcr Chance Recuest It is believed that lengthening the pericd between the subject data su==arizations vould not decrease the effectiveness of the environ = ental

=onitoring/ reporting progra=, but vould serve to cut costs ; therefore ,

the reason for the prcposed change is to reduce the cost of =aking the subject data su==arizations.

En'riron= ental Analysis Justifyinz Proposed Change Experience with =aking the =cre frequent data sun =arizations has shown that they do not noticeably i= prove the effectiveness of the overall environmental =enitoring progra=; therefore , lengthing the period between the subject data su==arizations can have no adverse impact on the environ =ent.

Further, it should be noted that recent regulatory guidance recognizes that the more frequent data s"- arication =ay not be necessary.

Cost Eenefit Analysis Surcortine Preposed Chance The semiannual data su==arizatien period being prcpesed would not cause any detrirental effects, but vould resule in a cost savings of several hundred dollars a year. This cost savings vould result primarily frc=

a reductica in the nu=ber of =an-hours which would otherwise be spent scrting and tabulating the subject radiological data.

2 553 All procedures described above and all changes thereto will be reviewed periodically unde'r the cognizance of the Manager-Generation Engineering; however, temporary changes to these procedures which do not change the intent of the original procedure may be made providing such changes are approved by two members of the Plant Manage =cnt Staff. Such procedure change approval vill be documented.

5.6 Plant Reporting Requirements 5.6.1 Routine Reoorts A report on environmental survei31ance programs for the previous six months' operations will be r,ubmitted as part of the Semiannual Operating Peport within 60 days after January 1 and July 1 of each year. The first such period vill begin with the date of initial criticality. The report will be a summaz/ of results of the environmental activities for the six month period and an assessment of the observed i= pacts of the plant operation on the environ =ent.

Irdividual environmental samples which show significantly higher than normal levels (25% abcVe background for external dore, or twice back-ground for radionucl.4 le content) vill be noted in the report. Besults of all radiological e vironmental sa=ples taken shall be summarized for inclusion in the ssriannual report. In the event that acme results ure not available 'Mthin the 60 day period, the report will be submitted noting and explaining the reasons for the missing data.

The missing data shall be submitted as soon as possible in a supple-mentary report.

The report vill include a su= mary of the quantities of radioactive effluents released from the plant as outlined in USAEC Regulatory Guide 1.21 with data summarized on a monthly basis following the format of Appendix A thereof. If statistically significant variations of offsite environmental radionuclide concentrations with time are observed, a ecmparison of these results with effluent releases shall be provided.
