VIRGIL C. SUMMER NUCLEAR STATION (VCSNS)DOCKET NO. 50/395 OPERATING LICENSE NO. NPF-12 SPECIAL REPORT (SPR) 2006-005 South Carolina Electric & Gas Company is submitting this Special Report pursuant to the requirements of Technical Specifications 6.9.2 and Fire Protection Procedure (FPP)-024, Enclosure 6.1.1. The report is providing information on a transient that occurred on October 15, 2006 which led to the fire suppression system at VCSNS being declared inoperable for a period of approximately 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> and 19 minutes.Following a start of the Electric Fire Pump at 0239 hours0.00277 days <br />0.0664 hours <br />3.95172e-4 weeks <br />9.09395e-5 months <br /> for a scheduled system test, the fire service header pressure was observed to drop. Test personnel attempted to secure the pump with the Stop Button; however, when the button was released both the Electric Fire Pump and the associated Diesel Fire Pump started on the low pressure condition.

The start of both pumps, with a partially depressurized line, caused a pressure transient in the system. Operations personnel responding to the transient secured both of the fire pumps at 0245 hours0.00284 days <br />0.0681 hours <br />4.050926e-4 weeks <br />9.32225e-5 months <br />.Investigation found minor damage to several plant fire suppression systems and that the initial transient had occurred because of a major break in the underground yard fire service pipe supplying the Warehouse A & B sprinkler systems. The damaged portion of fire service piping was isolated and the system returned to service (system piping re-pressurized and both pumps restored to operable status) at 0504 hours0.00583 days <br />0.14 hours <br />8.333333e-4 weeks <br />1.91772e-4 months <br />.Damaged portions of the plant fire suppression systems were provided with compensatory measures, repaired, and restored to operable status on October 16 and 17 in accordance with FPP-024.
