MD8950 - Request for Supplemental Information (RSI) 2008-08-12 After reviewing license amendment 58 and its application documents dated August 30, 1977 and as revised March 18, 1980, the reviewers still question your position that the maximum allowable voltage is not LSSS. I quote, in part, and have underlined some text for emphasis. I inserted bracketed information to clarify the context:

"I [Subinoy Mazumdar, EICB]and Gurcharan [Matharu, EEEB] have reviewed the licensee's fax on the August 30, 1977, amendment request for additi on of the 4.16 kV degraded voltage relays.

This package indicates that the degraded voltage relays are added to transfer 4.16 kV emergency buses to the diesel generators but does not address why the maximum allowable value of this relay [referring to the degraded voltage relay] is not LSSS related.

[T]hus far, the licensee has not provided the de tails of the functions performed by the contacts of this degraded voltage relay and the related wiring diagrams.

[R]equest the licensee to provide all necessary information to establish why the maximum allowable value of the degraded voltage relay setpoint is not LSSS related." The last paragraph in the above quote summarizes this current request for supplemental information (RSI). Please review this request for clarity. We recognize that LIC-109 employs a request for information (the RSI) within 15 days to make an acceptance decision. We also recognize that some information is useful for the purpose of the technical review and, in that capacity as a request for additional information (RAI), would have a nominal response time of 30 days (pursuant to 10 CFR 2.108(a)). We ask that, if practical, you respond to this request by August 28, 2008 (15 days), but we would change the expected response date to September 12, 2008 (30 days), if requested by you to accommodate (1) needed technical efforts to be responsive and (2) your internal review and concurrence processes.

In the interests of expediting this request to you I, intend for this email to be your notification of the subject RSI and will supply the associated ADAMS Accession Number, when available.

Abbreviations used in this email, and not elsewhere defined, are: LSSS = Limiting Safety Systems Settings, as described in 10 CFR 50.36(d)(1)(ii)(A) and Regulatory Issue Summary (RIS) 2006-17 dated August 24, 2006.

Request for Electrical Information (MD8950)

It just happens that we have found previously docketed information regarding the design of our degraded voltage trips, including some diagrams. We believe that this information is what was requested on Friday.

The NRC issued these requirements in a letter to DAEC (George Lear (NRC) to Duane Arnold (IELP), dated June 2, 1977). This letter required us to install this new trip and to propose Tech Specs for it, also. We responded in a letter (Lee Liu (IELP) to George Lear (NRC), IE-77-1624, dated August 30,1977), which was supplemented by a letter (Larry Root (IELP) to Harold Denton (NRC), LDR-80-80, dated March 19,1980). NRC approved the design and Tech Specs in Amendment #58 (Tom Ippolito (NRC) to Duane Arnold (IELP), dated April 10, 1980).
