Purpos e :
This information notice is provided to alert licensees and applicants to defi-ciencies identified by the NRC during the construction of Fermi Nuclear Power Plant, Unit 2, regarding as-built construction drawings not correctly reflect-ing as-built electrical and Instrumentation and Control (I&C) installations.
These deficiencies included discrepancies between different construction drawings for the same installation or activity. Some of these findings were found to directly affect plant operations and maintenance, and contributed to delays in -
the licensing of the plant. Recipients are expected to review the information j for applicability to their facilities and consider actions, if appropriate, to ,
preclude similar problems from occurring at their facilities. Holders of OLs '
should review these findings in the context of additions or modifications to i existing plant installations. However, suggestions contained in this information !
notice do not constitute NRC requirements; therefore, no specific action or written I response is required. i Description of Circumstances '
During routine NRC pre-licensing inspections of as-built design and construction drawings / specifications to determine if they correctly reflected the as-built condition of the plant, discrepancies were identified in the electrical and I&C areas. The initial indication of what was later determined to be a rather large problem was the NRC determination that installed fuses and thermal overloads did not match installation drawings. Later, the magnitude of the problem was revealed by numerous instances where either as-built drawings castradicted each other (i.e., disagreement between single line, schematic and wiring diagrams) er did i not reflect as-built conditions. Construction and preoperational testing did not identify any of the discrepancies.
In response to the NRC findings, the applicant completed an approximately 100% ,
reinspection of electrical and I&C installations. The applicant's inspection .;
effort resulted in the identification of over 7300 discrepancies and errors i between as-built field configurations and associated design and construction '
drawings and specifications. The nature of these discrepancies are summarized f below: i i

For the safe operation and maintenance of a nuclear power plant it is necessary that all as-built design and construction drawings be completed and verified to match appropriate installations, prior to issuance of an operating license.
