MEMORANDUM FOR: John B. Martin, Regional Administrator Region V FROM: Thomas E. Murley, Director Office of Nuclear Reactor Regulation

SUBJECT:

RANCHO SECO STARTUP AND POWER ASCENSION ENHANCED OPERATIONAL INSPECTION We have reviewed the Rancho Seco Enhanced Operational Inspection plan as described in your memorandum of February 1,1988. The plan is well suited to meet its stated objectives, to assess the SMUD organization's ability to operate and manage the facility throughout the power ascension program. The preplanned sequence of team inspections, beginning just before criticality and continuing through escalation to full power operation, utilizing resources of Region V, NRR, and contractor expertise, is appropriate.

NRR concurs in the project and will provide the manpower resources necessary to fulfill the NRR role as described in the plan, and will arrange for the transfer of $40,000 to fund two contract license examiners as described in the plan. In addition, I reconnend that one or more NRR project inanagers or project engineers who have been actively involved in the restart evaluation effort be integrated into the program. The opportunity should not be overlooked to provide valuable field experience for individuals who have had key roles in the restart evaluation.

In sunnary, we concur with the scope and purpose of the subject inspection and will provide the appropriate support for the implementation of the inspection.
