RANCHO SEC0 REMOTE SHUTDOWN TEST
REFERENCE:

Miraglia dated April 15, 1988 The Rancho Seco remote reactor shutdown test as described in the above referenced letters was submitted by SMUD to describe a restart related test of the remote shutdown panel. The remote shutdot:n panel test was included in the restart program by the NRC staff to ensure that (1) restart hardware modifications affecting the remote shutdown panel did not adversely impact the ability to maintain the plant in a shutdown condition from outside the control room and (2) plant operators were versed in perfoming remote shutdowns.
As outlined in reference (a), the license required tests of the remote shutdown panel have been completed. The staff proposed restart related shutdown panel test was discussed with cognizant members of your staff and their contractor.
During the discussions it was concluded that the test scope as described by SMUD in references (a) and (b) was acceptable to the staff.
Reference (c) includes the test procedure. Please provide a SER which 1) sumarizes our verbal agreements as outlined in references (a) and (b)(, and (2) evaluates the technical adequacy of reference (c).
