CONSIDERATION OF AUTHORIZATION FOR RESUMPTION OF POWER gANCHO SECO NtJCLEAR GENERATING STATION In my letter dated March 15, 1988 on the above subject transmitting copies of the "Safety Evaluation Report" related to the restart of Rancho Seco Nuclear

' Generating Station Unit 1, I indicated that resolution of diesel generator vibration problems would be addressed in a later supplement prior to the Comission meeting. Since then, the diesel generator te; ting has uncovered additional problems related to vibrations.

The headquarters and Region V staffs have been following the licensee's efforts to correct the problem with the diesels.

I have been informed that the problems, while correctable, have not been resolved.

It appears that resolution may not be achieved in time to advise you prior to or during the Comission meeting.

Based upon the staff confidence that the problems are resolvable, I recomend that the Comission meeting not be postponed and that the Comission's consideration of restart not be contingent on prior staff resolution of this technical issue.

The staff would, of course, require resolution before the plant would be allowed to reach criticality.
