Attached is Amendment No. 98 and the NRC Staff's Safety Evaluation Report (SER) for Rancho Seco, issued March 17, 1988. The amendment revises the . technical specifications to resolve problems identified in Inspection Report 86-15. Of special interest is the staff's conclusion in the SER that " deficient technical specifications were responsible, in part, for the offsite contamination problem," Amendment No. 98 also demonstrates f the extensiveness of the corrective actions required. We recomend that you provide to the _ Department of Justice either a copy of ' the Amendment and the SER, highlighting the quoted language, or preferably a copy of this memorandum with the-attachments. f 4 Ross A.
