SUBJECT:

RANCHO SECO CABLE ROUTING AND CABLE RACEWAY TRACKING SYSTEM ISSUE On January 5,1988, I met with you and Dennis Kirsch in the Region V Offices to discuss the Rancho Seco cable routing concerns.

During that discussion, you indicated that an investigation resulting from the subject cable discrepancies was in progress.

You indicated that the' investigation is constrained by lack of information available to you.

You pointed out that the infonnation available to the technical staff was not provided to you other than information comunicated during discussions with Mark A. Caruso of our staff.

The purpose,0f this memorandum is to provide you and your staff with information relevant to your investigation into falsification of cable installation records at Rancho Seco. The information has been developed as part of the NRR staff's safety review of cable and raceway design and installation deficiencies identified at Rancho Seco. contains detailed reports of the licensee's internal investigation of individual cable discrepancies.

These reports were requested by the NRR staff in a letter from G. Kalman to C. Andognini dated June 8, 1987; and were provided to us with a letter from the licensee dated Decenber 17, 1987.

The NRR staff has reviewed these reports as part of their evaluation of the cable issue and feels that they contain a considerable amount of detail regarding the events and circumstances leading up to the cable discrepancies currently under investigation by your staff. contains the latest submittal from the licensee regarding the cable issue.

It contains the final results of the cable inspection program.

I believe the documents will provide added cable related information to support your current investigation.

The documentation addresses misroutings, sampling rational, and sampling population modifications responding to identified routing discrepancies.

These were all items discussed with you in our meeting.
