Pete, In preparation for our attendance at the meeting between the State of ILand Braidwood that occurred on December 21, 2005, Roland Lickus located the attached communication plan that appears to provide some useful background on Federal preemption principles. Although the situations are not identical, the information appears useful for our discussion this afternoon.
