Acceptance Reviews of Relief Requests Associated with the Fifth Inservice Inspection Interval at Byron and Braidwood Stations Hi Lisa, By letter dated September 13, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24257A063), Constellation Energy Generation, LLC (Constellation) submitted relief requests associated with the fifth inspection service intervals for Byron, Unit Nos. 1 and 2, and Braidwood Station, Units 1 and 2. Specifically, Constellation proposed alternatives for the fifth inspection service intervals as follows:

I5R-01: Alternative Requirements for Repair/Replacement of Control Rod Drive Mechanism (CRDM) Canopy Seal Welds in Accordance with IWA-4000. There currently are no known degraded canopy seal welds at Byron Station.

I5R-02: Proposed Alternative Requirements for the Repair and Examination of Reactor Vessel Head Penetrations I5R-03: Proposed Alternative Concerning ASME Section XI Repair/Replacement Documentation for Replacement of Pressure Retaining Bolting In addition Constellation requested a continuation of application of certain ASME Section XI 2013 Edition non-destructive examination requirements.

I5R-04: Request to Permit Continued Application of Certain ASME Section XI 2013 Edition Non-Destructive Examination Requirements The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance reviews of these requests. The acceptance reviews were performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical reviews. The acceptance reviews are also intended to identify whether the applications have any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed the requests and concluded that they do provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical reviews and make an independent assessment regarding the acceptability of the proposed alternatives and continued application of certain ASME Section XI requirements in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance reviews as compared to the detailed technical reviews, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical reviews are identified despite completion of adequate acceptance reviews. If additional information is needed, you will be advised by separate correspondence.
