ACCEPTANCE FOR REVIEW OF TRAVELER TSTF-505, REVISION 0, PROVIDE RISK-INFORMED EXTENDED COMPLETION TIMES - RITSTF INITIATIVE 4b (TAC NO. ME3889)

Dear Members of the TSTF:

By letter dated March 29, 2010 (Agencywide Documents Access and Management System Accession No. ML100880100), you requested that the U.S. Nuclear Regulatory Commission (NRC) review and approve Traveler TSTF-505, Revision 0, Provide Risk-Informed Extended Completion Times - RITSTF Initiative 4b. Your submission also requested that the review of this Traveler be exempt from review fees under 10 CFR Part 170 because it supports generic regulatory improvements (risk managed technical specifications). In accordance with the January 10, 2003, letter (ADAMS Accession No. ML030100090) from W.D. Beckner (NRC) to A.

Pietrangelo (Nuclear Energy Institute), a fee waiver for this Traveler will apply.

The NRC staff has completed a preliminary review of your submission and determined it is sufficiently complete and appropriate to initiate a more comprehensive review. The staff noted during the review that markups for Technical Specification 5.5.18 in NUREG-1430 (Babcock &

Wilcox plants) were not included. This omission should not affect the comprehensive review, but the staff expects that these pages will be submitted along with RAI responses. The review of TSTF-505, Revision 0, will generally follow the schedule below. The NRC staff also wishes to hold a public meeting to discuss TSTF-505. The meeting is tentatively scheduled for August 31, 2010.
