Application for Amendment to Facility Operating License Steam Generator Water Level - High Instrumentation Setpoint Change R.E. Ginna Nuclear Power Plant Docket No. 50-244

Dear Mr. Johnson:

The enclosed License Amendment Request (LAR) proposes to revise the Ginna Station Technical Specifications (TS) setpoints for the Steam Generator Water Level - High feedwater isolation function (TS Table 3.3.2-1, Function Sb).

This LAR is being proposed to take advantage of the greater allowable operating band for steam generator water level afforded by the replacement steam generators being installed at Ginna Station during the 1996 Refueling Outage. The replacement steam generators show no appreciable degradation in steam separator performance with water levels up to 100% narrow range level. Therefore, the accident analyses have been evaluated to demonstrate acceptable limits continue to be met with a higher setpoint value for feedwater isolation.

Since the setpoint change can only be made with respect to the new steam generators, RGRE desires to make this change prior to startup from the 1996 Refueling Outage. Therefore, we request NRC consideration of this LAR in order to support a planned startup date of May 30, 1996. RGB also requests a 30 day implementation period for necessary setpoint and procedure changes following NRC approval (i.e., RGEcE must receive NRC acceptance of this LAR by April 30, 1996 in order to implement during the 1996 Refueling Outage).
