OnOctober5,1994apublicmeetingwasheldbetweenRochester GasandElectricstaffandmembersoftheNRCtoprovideanupdateontheevaluation ofthesteamgenerator replacement andfuelreloadchangesatGinnaStation,currently scheduled forthespringof1996.Thepurposeofthepresentations wastodemonstrate thattheSteamGenerator Replacement Projectcouldproceedwithintheprovisions of10CFR50.59.
Thisletterprovidesasummaryofthemeeting.RG&Epresented theresultsoftheaccident/transient preliminary safetyevaluation, including thefiveaccident/transients whichwereanalyzedindetail.Thisevaluation hadbeenpreviously providedtothestaff.RG&Enotedthatitisourintention tomaketheanalysisoftheLowTemperature Overpressurization transient performed forthisprojecttheanalysisofrecordforGinnaStation.Thestaff(MarkCaruso)statedthatformalNRCreviewofthisanalysiswasnotrequired.
RG&Epresented thestatusofthe1996FuelReloadAnalysis.
Itwasrequested thatthestaffexpeditethereviewoftheWestinghouse COBRA-TRAC LOCAmethodology, Addendum3,sincetheresultsofthisreviewcouldimpacttheanalysisforthereload.Thestaffresponded thattheywereawareoftheneedtofinishthisreview.RG&Ealsonotedthatwiththeproposedtransition toImprovedStandardTechnical Specifications, therewouldbenoneedforanyLicenseAmendment Requeststosupportthe1996FuelCycle.RG&Efollowedwithapresentation ontheresultsoftheprimarysystempipingstressanalysisresults.Thepresentation indicated thatallacceptance criteriacontinued tobemet.RG&Ealsopresented anoutlineofthecurrentproposedmethodology forinstalling thereplacement steamgenerators.
