Dear Dr. Lee:

1 The Commission has issued the enclosed Amendment No. 45 to Facility Operating License No. R-28 for the University of Michigan Ford Nuclear Reactor in response to Dr. Fleming's  ;

submittal of July 6,1998. l The amendment adds a license condition to allow greater flexibility in the receipt and possession of byproduct material used to support research and development within the facility. Also, the Technical Specifications have been converted to a new word processing program.

In connection with this amendment, we are enclosing two copies of Amendment No.13 to '

indemnity Agreement No. E-24. Please' sign and return one copy to this office.  !

A copy of the related Safety Evaluation supporting Amendment No. 45 is enclosed.
