SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPp0RTING AMENDMENT NO. 117 TO FACILITY OPERATING LICENSE NO. DPR-3 YANKEE ATOMIC ELECTRIC COMPANY YANKEE NUCLEAR POW:R STATION DOCKET NO. 50-029 INTRODUCTION By letter dated June 27, 1988 Yankee Atomic Electric Company (YAEC or the licensee submitted a request for changes to the Yankee huclear Power Station (YNPS or the plant) Technical Specifications (TS).
The licensee desires to add two spare penetrations to the Vapor Container (containmentshell). Each penetration contains two isolation valves. The reason for this change request is that these four valves are subject to the requirements of both 10CFR50, Appendix A General Design Criterion 56-Primary Containment Isolation and 10CFR50, Appendix J - Primary Reactor Containment Leakage Testing For Water-Cooled Power Reactors. The addition of these fcur                        -
valves is the only part of the proposed plant modification that requires NRC prior approval, as addition of these valves involves a change in TS. The licensee has no spare penetrations at present. These new penetrations would be used for future plant modifications.
EVALUATION The four new containment isolation boundary valves have been added to the portion of Table 3.6-1 Containment Barriers, in the T.S. that appropriately' requires Type C testin                                  One penetration centains a check valve (WC-V-622)g per 10CFR50-Appendix J.inside containment and a locked clo outside of the containment. The second penetration contains a locked closed gate valve both inside (WD-V-1170) and oatside (WD-V-1171) containment.        These two  ,
configurations meet the requirements of General Design Criterion 56. The licensee has provided a pressure test tap, fitted with locked closed gate valves, one for each test tap, on each penetration. These test taps permit leak testing as required by 10CM 50 - Appendix J in Sections !!!.C and !!!.0.
We conclude that since the valves have been included in the proper TS section and meet the applicable portions of 1CCFP50, as shown above, that addition

ENVIRONMENTAL CONSIDERATION          (CAT. 2)
This amendment involves a change to a requirement with respect to the installation or use of facility components located within the restricted area as defined in 10 CFR Part 20. The staff has determined that the amendment in-volves ns significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding. Accordingly, this amendment meets the eligi-bility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Pursuant to 10 CFR 51.22(b) no environnental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
CONCLUSION The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such
,                activities will be conducted in compliance with the Commission'r. regulations i
and the issuance of this amendment will not be inimical to the common defense
:                and security or to the health and safety of the public.
