l This Supplement to the Environmental Report for the Joseph M. Farley j Nuclear Plant is submitted in response to : Atomic Energy Commission's ,

i (AEC) revised Appendix D to 10 C.F.R. , Part 50, issued on September 9,1971. l lt has been prepared in substantial conformance to the Draft Guide for l

l Environmental Reports for Nuclear Power Plants issued by the AEC in l

February, 1971, and supplemented by Notice dated September 1, 1971, to include additional matters.

The application for the license to construct the Joseph M. Farley Nuclear Plant Unit No. 1 was filed with the AEC on October 15, 1969, two j I

and one-half months prior to the date on which the National Environmental Protection Act became law on January 1, 1970. Since it was necessary at that time to file a Preliminary Safety Analysis Report (PSAR) containing O.

aj a rather detailed description of the design of the plant, a number of sig-nificant design decisions were necessary prior to the effective date of the )

l National Environmental Protection Act. It is the objective in this report l to review these and subsequent decisions and to compare the environmental impact of such decisions with that of acceptable and reasonable alternatives.

When it has been practical to do so, these impacts have been quantified.

The Environmental Report for the Joseph M. Farley Nuclear Plant was submitted to the AEC by Alabama Power Company on September 11, 1970, and was subsequently reviewed by interested federal, state and local agencies.

A number of the reviewing agencies made comments and raised questions con-cerning the plant design, which were forwarded to Alabama Power Company by the AEC. Information responsive to these comments and questions is contained r5 ~ in this Supplemental Report.
