-DESCRIPTION OF EVENT:

On July 19, 1990, the Primary Peteorological Tower vind direction sensor at the 60 meter elevation was declared inoperable'due to inconsistent .t 9-indication, resulting in entry into Technical Specification 3.3.3.4 action .

statement. This action statement requires the instrumentation to be restored within seven days.or a special report be submitted to_the NRC. Although it' M could not-be confirmed,.the sensor most probably failed due to a lightning strike.- A calibrated sensor was obtained'and iner.alled and calibrated on July 26, 1990, however, the work could not be completed before the' action time limit had expired, thus requiring the submittal of 'this Special Report.

The South Texas Project Electric Generating Station has two, meteorological towers. .The Primary Tower consists of a 60 meter tower with '

instruments' located at the 10 meter and 60 meter levels. The Backup Tower,

' located epproximately one-half mile south of the Primary Tower, consists of a 10 meter tower with one set of instruments at.the 10' meter level.

CORRECTIVE ACTION:

The Primary Meteorological Tower wind direction sensor was restored to R ' operable status on July 26, 1990 after approximately 7 days and 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br />.

ADDITIONAL INFORMATION:

L The-10 meter wind direction and the Backup Meteorological Tower

! instruments were operable throughout this event and-could have been used if

' required for performance of offsite dose ca.;ulations.

Houston Lighting *& Power is reviewing the management controls which allowed this instrument to be inoperable for longer than the allowed outage time in the Technical Specifications. A supplemental report describing corrective actions taken as a result of this review will be provided by September 7, 1990.
