Dear Mr. Ippolito:

This is in response to Mr. D. G. Eisenhut's December 9, 1980 letter which transmitted the NRC's December 1, 1980 report, Generic Safety Evaluation Report (SER) regarding BWR Scram Discharge System. Carolina Power & Light Company (CP&L) has reviewed this SER for the Brunswick Steam Electric Plant, Unit Nos. 1 and 2 and will meet the criteria of this r,eport by performing the following system modifications by the completion of the next refueling outage for each unit:

1. Relocate instrument volume instrumentation taps to provide a direct tie-in.
2. Install additional diverse instrumentation on the instrument volumes.
3. Install an additional set of vent and drain valves.

The surveillance criteria of this report is already being met; however, we would like to clarify our position on one of the criteria. This criterion as presently stated is:

"the operability of the entire system as an integrated whole shall be demonstrated periodically and during each operating cycle, by demonstrating scram instrument response and valve function at pressure and temperature at approximately 50 percent control-rod density."

e Mr. T. A. Ippolito, Chief Our position on this is that we will review any such scram which occurs during the cycle and verify correct system function, i.e., all equipment performed properly. We do not believe that the intent of this criterion is to require a unique scram for the purpose of system operability verification.
